A: it is supposed to be so from
microsoft download site.
however, after dotnetfx35setup.exe is downloaded successfully,
it seems that there are problems for making connection to microsoft server while running dotnetfx35setup.exe. |

How?
taking windows XP as an example, control panel, add or remove programs, check if .NET framework is installed. |

2. if yes, then skip to step 3. If no, then you need to download and install one from microsoft server. |
How?

microsoft download site,
choose any .NET framework version 2.0 or later.
download it, run it.
at this moment when this web page is published, at least Version 2.0 can be downloaded and run successfully. |
